Brian Williams say that. Though he described it as being somehow more divine and righteous or that's how I understood it.

There is a Jewish tradition that those that die on Rosh hashana are tzaddik, or a person of great righteousness.
Baruch Dayan Ha'Emet is the response that is given when greeting others, who know the deceased.
It is actually a blesssing to the true judge, who is God, but it certainly fits regarding Ruth Bader Ginsburg.
