but the curfew doesn't apply to people coming or going from church. How is he allowed restrict one form of speech (protests) but not the other?

I find fault with the premise that churchgoing folk are the only ones trustworthy enough to be out walking at night.

Basically if you are just transiting to another place, you are exempt. The goal is to eliminate crowds at night that may be prone to riot.

They may be in transit on the streets, but are not part of any unrest outside. Once at a place of worship, they will be indoors and away from any events outside.

Going to church is not. Also, what unrest are we talking about? Does Louisville have a "pre-crime" bureau?
