Is this even legal? WTF is going on in Louisville?

I copied and pasted a job application from the Louisville Ky Fed jobs web site. One of the first jobs that came up was for Postal Clerk. They mention being a MISSIONARY as being one of the first criteria for the job. Something is really wrong in Louisville. The mitch and rand show is pure corruption, Breonna
Taylor miscarriage of justice and the coverup, the cov catholic kid ... they own the place, well, like the Old South owned the Old South.

Actual text addressed needing to have been in the U.S. for the last five years, unless you were out of the country for those types of reasons.

“the criminal background checks of individuals who have not resided in the United States or its territories for the preceding
5-years may not be considered complete. The Inspection Service may be able to process inquiries for U.S. Citizens only,
but only if their time spent out of the country was spent as: a trailing spouse or dependent of someone working for the U.S.
government (military or civilian), a missionary, a student attending school in a foreign country, a Peace Corps participant, or as an employee of a U.S.-based employer/company. If the Inspection Service is unable to perform a complete background
check because of residency outside the United States, such individuals will be ineligible for Postal employment.] “

You need to have been a resident of the US or one if it’s territories for the last 5 years for expedited background check purposes unless you fall into one of the exception classes listed. This is nationwide not just Kentucky.

Background Check

The Inspection Service criminal background check is conducted using United States information resources only (e.g., FBI
fingerprint check, state and county checks). A criminal background check involves a 5-year inquiry for any location where
the individual has resided, worked or gone to school within the United States or its territories. As a result of this limitation,
the criminal background checks of individuals who have not resided in the United States or its territories for the preceding
If the Inspection Service is unable to perform a complete background check because of residency outside the United States, such individuals will be ineligible for Postal employment.

They're saying they won't be able to do a complete background check if you lived outside the country and don't fall into one of the listed categories. You have to have been affiliated with an organization that they can easily contact to verify your background. That would include U.S.-based churches.

They aren't saying those are required, they are saying those could be exceptions if you've lived outside the country.

Reasonable.
