easily by reading the instructions, anyone can. What makes it so hard and why many are fearful, we do it without reading the instructions, lol.

to what you're doing. In truth, the hardest part is filling out the declaration on the back of the return envelope as it's small print with not much room to fill in the blanks and sign.

To me, that does sound too complicated. Why so strict? You know there will be some 89 year olds who will get it wrong.
