Perhaps Joe should target them by stating the government will only buy iron/steel from the US--etc. Show that he knows there is a problem and has real solutions, not just China bashing. Showing concern for each afflicted economic group is not only good politics, but good policy.
Also they are buying into the environmental regulations being jobs killing--a mainstay of GOP propaganda. Needs to be neutralized by explaining how the mines can still be safely opened, and still maintain the environment.
The mayor is a symptom of a problem that needs to be solved. Take these disaffected folks away from Trump and it is a landslide.
