Grand juries are for presenting incriminating evidence and to recommend charges. Exculpatory evidence comes in later, and it's the job of the defense, but the prosecutor.

In fact, how would a grand jury know to bring up an additional charge if the prosecution didn't recommend it? Is that even possible?
