Never. Instead, there is a date in every state set for the certification of the votes in an election. Absentee ballots, for example, are often not counted on election day, but after that date, in many states. Every state has a different schedule and different dates for certification of the election.
California, for example, takes its time to certify its elections, which often leads to changes in the totals as additional, perfectly legitimate, ballots are counted.
In many cases, absentee ballots are allowed to arrive after the election date, if they are postmarked by election day. That affect military absentee ballots especially.
It is difficult for me to believe that people believe that final vote counts ever happen on election day. In most states, they simply are not finalized until the certification date.
Most often, the percentages of votes, by party, don't change much between election day and the date of certification. However, in very close races, the actual winner is not known until the election is certified.
Where recounts are involved, it can take even longer to settle the final outcome. In Minnesota, for example, Al Franken was not certified as the winner of his Senate election for months after election day, due to a statewide, hand recount.
So, Donald J. Trump is full of shit, but we knew that all along..
