Some states, like WA, NJ and I believe Colorado, sent ballots to all registered voters and electproject counts them as "requested". Obviously you are never going to get 100% of those people to vote, so even if 70% are returned it would still show millions of ballots outstanding that went to people who just never vote and never would have requested a ballot if that was required.
