Rally goers arrive in a large window of time. (In Omaha, they arrived over a period of something like 8 hours.) But when the rally ends, they leave all at once. These rallies are being held at private airfields (or the private side of public airfields), so access roads aren't built to handle the volume of simultaneous traffic + on-site parking is limited so people have to rely on being shuttled in and out. Even if they doubled or tripled the number of return busses, they couldn't bus them out much more quickly.
