In most states, properly credentialed observers are permitted to observe all aspects of early voting including how the ballots are handled.

The first election I was an observer for was in a Republican jurisdiction. I was in the rooms where the ballots and voting machines were stored. I observed the early processing of the ballots, prior to election day.

You do generally have to be trained and swear or affirm that you will behave yourself. But the entire voting process is typically transparent.

I actually think Biden will win AZ. This is because he is polling higher and there is no voter suppression in that state. Even if trump wins PA, w/o AZ he can’t win. This is assuming that Biden will win WI and MI where he is far ahead and voter suppression efforts there are nothing compared to GA, FL or TX.
