Either way, it's pretty disgusting. I wouldn't say it takes balls. I would say it takes a fairly disgusting personality.

You have to read the tweet response. 'It takes balls" refers to Fox to ask for free permission to use the photo of grave desecration in which they themselves have culpability in creating.
Rather than "balls", I would say chutzpah.
Think stochastic vandalism, and wanting rights to a photo that they can use for Fox's own narrative.
At least that is my take on it. could be wrong.
