It's kind of hard to win by one EV when there are an even number of electors. If it's not tied then the difference will be two as one elector moves from one column to the other, and the last time a third party candidate got any EV was George Wallace in 1968.

I think almost all states have laws requiring the electors to vote how the state went. Plus, theres a pretty good chance we take PA too.

Most have tiny fines of about $3,000 or so though.
