I've never thought that he seriously understood what the office was about, or he would have made at least a half-hearted attempt to govern everybody, even people who didn't vote for him. He doesn't seem to get that he swore an oath to do so.
As Mary Trump pointed out, everything is a zero sum game with him. Everything.
