Clearly Trump thinks he's not going to win Georgia if he's trying to stop the counting.

That's the biggest tell - his team clearly is expecting a loss, just like in Pennsylvania.

then Trump can say neither party has 270 to win and the election will be thrown to Congress

Maybe that's what's going on here

...wouldn't that mean AZ and NV are awarded to Biden, giving him 270?
