He arranged fabricated evidence of weapons of mass destruction later proven false.

More died in the Iraq Gulf War, if we count the Iraqi people who died, than from coronavirus so far. So I'd give him the edge, though Moscow Mitch is a close second for obstructing all manner of legislation that would have helped people including coronavirus relief and for orchestrating the kangaroo court version of an impeachment trial.
