Arizona Secretary of State Katie Hobbs has said on several occasions that using a Sharpie to fill in a ballot is perfectly fine. The Maricopa County Elections Department even released this YouTube video on Oct. 24, saying the same.

There was no bleed-through and I'd have noticed because you fill in both sides.

I spoiled my ballot in 2000. The election official was nasty about giving me another ballot but I would not relent.

replacement ballots. Sharpies are best for clear, black ovals.

Ballots are never rejected because of the sharpie, but are rejected if the voter does something stupid like puts "X"s in the ovals or overvotes.
