9. Why are the police letting those yahoos kettle them?

It's Arizona, most of the crowd is carrying. But the police are standing in the middle of a mill, getting pushed closer and closer together while being surrounded by asshole with flags that impede vision.

Tactically, those officers are in a potential kill zone if a couple bugaloo bois in the crowd feel like they want to kill cops to start the war.
