That limit is for individuals. If Biden/Harris has money in their account they can use it for another race or even something like a recount. In 2004, Kerry gave some of the money he had left from money collected for the primaries to the recount for the Washington state governors race. He also gave money to the DNC, DCCC, and DSC and several 2006 races. (He could not use it in the general election.)
those limits still apply when donating directly to another campaign. He could probably get around them by donating it to the DNC.
