They surpassed the estimated votes remaining yesterday
At about 5000 but are still adding to Bidens count to 9000. Not knowing what is left may have something to do about it.

The AP explained that any state that has a margin that generates a recount won't be called. Not sure what the rule is in GA, but it could be that.

You can request one, but I don't understand that it is connected to a margin of victory.

for which a recount can be requested by a candidate, in many states.

In Wisconsin, the margin is such that a candidate can formally request a recount. The Trump campaign has publically stated that they would, but have not made any formal requests (they would have to pay for it up front).

In Georgia, the recount is automatic if the margin is under .5. The margin is under .5.

All this said, no recount in modern history has reversed a 10,000 vote margin, so the whole question is pretty much academic. They'll conduct an automatic recount in Georgia, and the vote margin might shift by something in the range of 10s to low-100s. They won't do a recount in Wisconsin, because it is a foolish waste of money. Biden will be certified as having won Georgia and Wisconsin. Because he did.

I think they will call it then. There's no clarity on the number of outstanding ballots. Of course, we all know it's not going to make a difference, but i think the news orgs just wanna be on the safe side. But once the vote is final, they will call it regardless of a recount or not. So just one more day and it'll be over.
