I can see where it may not make a good impression if you're not a resident.

5. Sure it helps, no matter where you are from.

You aren't sending a return address.. you are making a nice homemade friendly reminder to vote in the special election. That's it. A lot people just don't put the date down or pay attention. It certainly won't hurt to do it, imo.
