(25,126 posts)Parole, probation etc. In Texas, it is called, "On Paper". They are eligible when they are "Off Paper".
(Georgia sounds like Texas)
I'm not sure what happens if someone who is "On Paper" in Texas registers to vote. Although I do know there was a case of voter fraud that was filed and convicted. She claimed that she did not realize that she was ineligible. She got a horrific 5 year sentence.
I don't know how they found out about her etc. Maybe a poll worker knew her?? Did she try to "cure" her provisional ballot??
Elections offices do not have the ability to check for criminal convictions etc. So, in Texas, the actual potential is there, but very, very few felons who are "on paper" probably register because the penalty is pretty awful.
Unfortunately, the Trump campaign can audit votes of areas where they feel convicted felons live. (For instance a housing project)
This will probably not throw the election, but if they find someone who has voted while "on paper", that person could be prosecuted.

Bonus brownie points for making America look like a dysfunctional decaying democracy. Putin likes it and it lowers the standards for future behavior.
