Pima is very blue. Maricopa will be more red, and the smaller areas left will be also. But it's going to be tough for Puppet to close the remaining gap.

which favor Trump. Pure provisionals favor Biden, and there are 15k of those remaining in Pima, the bluest county in Arizona.

They might have come in without id and tried to vote, or they had already voted by mail but weren't sure their ballot was received, etc.
