https://www.politico.com/news/2020/11/19/how-electoral-college-works-437749Looks like the Republican legislatures cant choose their own electors without changing state law, in which they wont be able to do with Democratic Governors...However, now I think Trumps play is to screw these states certifications up where they dont send any electors so that Biden falls below 270 and then the House of Representatives (by state delegation) get to choose....even if he can screwup the Michigan certification it still wouldnt put Biden below 270.

The Board as 2/2 from each party. If it become a tie, Gov. is the 5th.
Also the 2/2 has a duty to certify it.

whomever gets the majority of certified EC would be declared the winner. The voting by delegation part only comes into play if its a tie.

Didnt read up on that....so in that case Michigan certification doesnt even really matter....just as long as Biden doesnt fall below Trumps 232

If one or a group of states doesnt submit a slate of electors, they dont figure into the total. Otherwise the election of 1864 would have been illegal.

VERY tall order and HIGHLY unlikely
