I scoured The Atlanta Journal-Constitution (which has had very good coverage this election cycle by Greg Bluestein), as well as the state SoS and Election Board websites, and my county's website, and found nothing to confirm the Greg Palast report. The article on Palast's site links to a state Election Board webinar that's already over.

As near as I can tell, Palast is expressing alarm about the requirement to pay ad valorem tax on a vehicle, which is a requirement to get a vehicle registration and car tag here. But as you point out, owning a motor vehicle is not a requirement to vote in Georgia. A driver's license isn't even required, since you can get a state-issued identification card for free.

This is the second OP I've seen today (and I'm sure not the last) about this issue. I have a lot of respect for Greg Palast's work, and normally he is careful and accurate. But this appears to be needlessly alarmist in a period where just about every Democrat is ready to jump out of his or her skin at the sound of a twig breaking.
