There is authority for the proposition that accepting a pardon is a recognition of guilt. However, there is also a good argument that the recognition of guilt is operative only if the pardon is pled as a bar to an attempt at prosecution. It seems unlikely that any federal prosecutor would attempt to prosecute someone who had been granted a pardon.

What the pardon clearly does is remove the ability to refuse to testify based on the Fifth Amendment.

8. Yes his crimes but not Trump's. Point is to force him to testify against Trump.

Then slap him with obstruction of justice if he refuses to testify or perjury if he lies. The pardon covers past crimes, not future. That is why you wait until Trump is out of office.

It would be as effective as bringing you or I in. If there now no past crimes, you can't bring him in for what he was formally accused of. Unless it's for something unrelated.

Particularly now that he can no longer plead the 5th Amendment because he has been pardoned for those crimes.
It is called being a material witness. A material witness can be compelled to testify. If he doesn't he could be charged with obstruction of justice, which would be a new crime not under the pardon. Same with perjury if he does testify but lies.

House ought to start the process now, just to give people who want pardons something to think about. And to give President-reject Trump something to consider when it comes to mass pardons. Pardon a crony, they testify...don't pardon a crony, they cut a deal. So it's a question of who he wants to drag along with him as the ship goes to the bottom
