Where in the world did the conspiracy theory (promoted by the President) of PA only mailing 1.8M ballots but having 2.5M returned come from? Here's our early vote report produced on the morning of Election Day, using the data provided by the Secretary of State.

There were 1.8 million primary ballots sent out.
