Everybody in his administration leaves and goes home. The president, VP, all of the secretaries, WH staff, everybody just leaves, but doesn't submit written resignations. What happens? Does Pelosi become the president but without any staff and cabinet?

(2,017 posts)Pence would take over, and if not him, Nancy Pelosi. No need for cabinet and suchlike for a couple weeks. Worst case scenario, Nancy Pelosi would ask Joe's transition team to send over the nominees as a pro-tem cabinet, just like Dump has been doing with his recess appointments. It would actually be much, much quieter even if Pence took over.

(146,282 posts)The President does not have to be present in Washington, DC. Trump could go to Merde-a-GoGo and stay there until the inauguration. he would still be President. He could tell his entire staff to go home and not come back, and Trump would still be President.
Unless he resigns, he remains President until Noon on January 20, 2021.

(146,282 posts)is invoked. However, if everyone left, there would be nobody to form a majority of the Cabinet for that.
The President is the President, constitutionally, unless he resigns or is removed. Neither fits the description in the OP. Even in Russian, he would be the President until January 20.
The Constitution is quite clear on that subject. I really suggest a thorough, close reading of the document, at least once a year, by anyone who wants to make pronouncement that involve the Constitution.
