Pelosi didn't say to take the nuclear system off line. She just wanted to make sure they weren't completely at his disposal. There is nothing preventing the military from executing an order if it were warranted.

Of course that relies on making sure our enemies realize that. But I suspect they do.

But no doubt that this is probably the shakiest it has been in the past 50 years.
