I called my brother about this when the bill came up. His insulin costs were killing him.

only affects health plans subject to state regulation. WTF? He has no control over insurance plans under federal regulation.
I had my brother check with his health plan to be sure it was regulated by the state. This will help a large number of people.
As far as the federally regulated insurance plans go, our Congressional people and our President need to look after these people and make sure they are protected, too.
