Not exactly. See the "nuclear option" which Harry Reid used to change the rules...

Dont have to pass a rule to meet, they (Speaker and Majority Leaser off Senate) just set the schedule to meet.
I like it better when they are not in Washington where they are treated like little gods bully their staff and lobbyists, but at home, accountable to their voters.

I wish they were in DC for three months and at home for 9. While at home they can meet with constituents, write up bill recommendations to discuss during the three month sessions. Voting for emergency bills can be done by computer. Itd change everything!

In November 2013, Senate Democrats led by Harry Reid used the nuclear option to eliminate the three-fifths vote rule on executive branch nominations and federal judicial appointments. In April 2017, Senate Republicans led by Mitch McConnell extended the nuclear option to Supreme Court nominations in order to end debate on the nomination of Neil Gorsuch.
