The GOPs lead negotiator for a bipartisan infrastructure bill said Sunday that lawmakers had nixed increased IRS enforcement as a proposed way to pay for the package, NBC News reports.

To get a feel for what it is like to live in a corrupt nation read:
Behind The Beautiful Forevers, by Katherine Boo. It explains what the GOP want for the US. The government is either for lifting people up or for exploiting them. I could not put it down despite how harrowing it was.

Behind the Beautiful Forevers is a 2012 nonfiction account of the lives of residents of a slum in Mumbai called Annawadi, which sat adjacent to the Mumbai International Airport. U.S. author and journalist Katherine Boo follows the stories of a handful of the slums residents, including that of Abdul Husain, whose familys fight with a neighbor changes the course of his life.
The poverty and hardship faced by the slums people reflect a globalized worldoffering more wealth and supposedly more opportunity, but where many still struggle to survive day to day. The poor try to exploit one another to get ahead, and government officials and agencies exploit the poor, leaving them with little power and few resources.

(12,423 posts)In my experience, the IRS spends a LOT of resources harassing low income earners because they're self-employed or part of the gig economy.
My swimming pool guy got audited a few years back... I Know a dog walker and a groomer who were audited.
The reason why? Because it's low hanging fruit. They're not going to hire tax attorneys or fight the IRS, they'll just get on their knees and comply.
Make the law say that no one under $100k a year gets audited.
If you didn't have the resources, wouldn't you go after the easiest targets? That's what the IRS does...they don't have the resources to take on the corporations or the 1%...but if given those resources, I would bet the IRS would go after the real tax cheats and leave the low hanging fruit alone.
Any law like you suggest would be challenged and would likely be overturned by John Roberts and his 5 conservative buddies!!!

(2,636 posts)chart shows % of audits at various income levels:

SOme trigggers:
If your return looks strange, your chances of being audited go way up. For example:
Returns with extremely large deductions in relation to income
lots of deductions for auto, travel, and meal expenses.
Casualty losses and bad debt deductions
Businesses showing multiple year losses, must be more thereotherwise, why stay in business?
Deductions out of character. WHen I changed careers and began to teach, I got sound advice about how to deduct education expenses that took advantage of the tax codes. The IRS looks for disruptions in patterns. Establish a baseline, this professor, said, and they'll leave you alone. This was 30 years ago, but rings true.
