18. It's doubtful that this originated with Russia or that Russia intends to use pot as a wedge issue.

The Russian language has no articles, so I doubt they'd add one when writing in English. And there are far more potent wedge issues they could seek to exploit. Russia has certainly pulled some shenanigans, but let's not immediately default to "Russia did it" all the time.

The content of the tweet is clearly tongue-in-cheek. Also, look closely at the image. That sure does look an awful lot like Osama bin Laden at the lower left of the cross. This is satire.
