If he got Georgia to do it, he'd still need Arizona, Pennsylvania, Michigan, etc. It was definitely a head scratcher, since there's plenty on record where he is fighting for one state (esp. Georgia, but also AZ), but it would seem not to matter unless the others fell into line. But the play was obviously these letters from DoJ forcing all the state legislatures in the states he wanted to go full wacko.
