(14,907 posts)or selected for their positions (deputies, personal assistants and whatnot). Their incompetence, if that is what happened (Narrator: "That's not what happened." ) is still his fault. Yes the State Dept is huge, yes most of the staff predated him, but no he did not ever lay eyes on most of them. The people around him the most were his people.
But based on his other public behaviors, we can surmise what happened with a moderate degree of confidence: he took it, kept it, drank it, because he's an entitled piece of crap who didn't care what the rules were because he didn't believe he had to follow them.
