Is officer serving as Mayor of Orange County, Florida.

Does Florida have mayors of the counties I mean all the counties and not the cities?

In Collier, there is a Mayor of Naples and a County Board. Separate entities. Same in Lee.

3. In most places yes, but since Duval Couinty is the city of Jacksonville, not here.

County & city governments were separate here until sometime in the early 60's when they merged.
