already have 100% of the resources---money, material, personnel--- that could possibly be needed BEFORE we even begin the attempt. That is a recipe for stagnation.

There can never be assurance that we have everything to reach a goal that is worth reaching.
It's the challenge that we rise to, not the mediocre.
