(112,127 posts)The building is on a hill. The water damage is in the underground extension that was completed nearly 30 years ago (I was there during the big dig). The water is from very heavy rains today in Austin.

CENTRAL TEXAS (KXAN) A wave of storms poured several inches of rain on the Austin area Sunday, creating flooding and dangerous driving conditions. A Flash Flood Warning in effect for Central Travis County until 5:15 p.m. Sunday after more than four inches of rain fell in an hour. KXAN meteorologists say to expect briefly heavy rainfall, gusty winds and occasional lightning with the heaviest downpours.
Texas Capitol
Inches of rain that fell quickly in the Austin metro area Sunday prompted leaks and even flooding inside areas of the Texas Capitol. Video Tweeted by Sloan Byerly from inside the Capitol extension showed water leaking down from the ceiling. Another video showed inches of water on the floor down back hall, Byerly said.
At last check, the State Preservation Board was working with the governors office and other agencies to address the issues at the capitol prompted by the storm. Its all hands on deck, Gov. Greg Abbott said in his tweet. A statement from the board said a storm water drain clogged, backing up water in the Capitol extension.
Though the damage hasnt been fully assessed, the statement said, the flooding seemed to be contained to the E2.200 and E2.300 hallways. KXAN saw crews working to cleanup the water and dry out the areas affected. The boards statement went on to say personnel will work throughout the evening to minimize disruptions to legislative business happening Monday.

There was water pouring from those glass skylights so am not sure what they are talking about regarding a "clogged water drain" and if that had any bearing on the water coming from above.

(5,640 posts)The roof has large flat areas that require drains every so often to keep the roof from flooding.
This seems like more than one of the roof drains failed as that was a large amount of water.
Our firm worked on the capital building years ago during the renovation period.

(128,860 posts)Before I retired, I worked in what was a WPA-built federal building and when ARRA came along, the exterior renovations including replacement of all the windows, but even more, a green roof was installed that served that dual purpose - absorb water and reduce radiation of the heat.
My concern with that capital building is the water coming out along each side of the row of skylights, knowing skylights are probably more vulnerable than other roof features and need some good sealant. Anyone with a sun or moon roof on a car that has a bad seal, can attest to that (which is why I refused to buy any cars that had one ).
