From the WaPo:
It was Sirhans 16th parole hearing. Since California abolished capital punishment in 1972, and Sirhans sentence was reduced to life, he has been eligible for release since 1975. The decision by the two-person panel will be reviewed by the full parole board for 90 days before it is final. Then the California governor, currently Gavin Newsom (D) who is facing a recall election which ends on Sept. 14, will have 30 days to uphold the decision, reverse it, or send it back to the board.
The LA County DA has a policy of neutrality with respect to parole. The theory is parole is up to Corrections, not the DA.
RFK's youngest son, Douglas, attended the hearing and made clear his support of Sirhan's parole. RFK Jr., wrote a letter expressing his own long held favor for parole.

OP
As a person unequivocally opposed to the death penalty, I kind of agree with you in principle.

California law unfortunately evolved in a strange way that got us to today's initial step toward release.

I think she'd be all Yoko Ono on this POS's pathetic ass. Yoko keeps Chapman locked up.
On edit: Ethel is still alive, not sure why I thought she had passed.
