He's speaking in code, but to constitute an illegal threat, the language has to be unambiguous, targeted and specific. Bannon is smart enough to couch his language in ambiguous, non-specific terms.

I wonder where he got these troops from. People always talk like it's a done deal, but real war is ugly, it hurts, and if you are not a trained troop, you won't stay the course. Look what happened in Afghanistan, how quickly those trained troops quit. I don't think he would get a solid block of hardened, gun-wielding "shock" troops like he implies he will conjure up.

I think it would be fun to have him arrested for this threat, and let him hire some second-rate attorney to get himself free. No Trump to pardon him. I want to see the laminated "get out of jail free" card he carries in his wallet.
