1. I'm confused about this as are some at Reddit. Is this talking about unwanted pregnancies

I mean who is keeping track of a 15 year old girl's fertility? But someone mentioned that after Obamacare birth control became much more widely available and cheaper so if that's the case then it is another point for the "Use birth control to keep abortion rates low" class.

So if it is teen pregnancy and/or abortions this is great news.

2. I'm pretty sure they're going with live births.

That's how they do it for fertility numbers for all other age groups and it does say "births" in the header of the two charts. It doesn't matter planned or unplanned, just how many babies were born.
