1. Congress doesn't "turn over" to Grand Juries...

This is a Congressional subpoena. Grand Juries and Prosecutors decide who to hear from.

2. Inherent contempt

Congress’ “Inherent Contempt” authority is on solid legal ground though it has not been used in almost 100 years. Basically, it states that Congress can instruct its Sergeant at Arms to lock up non-compliant bums like Bannon and others until they testify. It would switch the burden of going to Federal Court from Congress to the seditionists, who would then be the ones having to go to Federal Court to request their release.

Does the Sargent at Arms have any jurisdiction outside of Congress? Why would Bannon go there unless he decides to honor the subpoena?

If they are stymied, which I believe they are, then why put themselves in that position at all? TV Tube said it will be tied up in court coupla years and, by then, the repubs will have the house and the committee will be gone. This is just a shit show I don't want to watch. Jeebus
