No - its a referendum on going backwards to Christie, or continue on the path of moving forward as a state.
It really has nothing to do with Biden at all.

the Democrats, you can bet the press will frame it that way if we lose
By the same token, if we win both races, I dont see the press framing it as a referendum on Democrats or Biden, only if we lose
Worse yet, if we lose they might frame it as a referendum on trump
