If he didn't, he'd be out front with an incitement charge. As for the guy itching to kill, someone ought to look into his background. It's quite unlikely he was ever in military combat. He talks as if he knows nothing of the chaos and he's deluded to think that he can maintain any control over his fate. He wants to start shooting in a political argument. Does he understand that he'd be hunted down, and he won't get a medal for bravery?
