An individual's assets can't be seized unless they have been used in the commission of, or are the proceeds of, some crime. You can't take somebody's stuff just because of their nationality.

We're not technically at war so they can't be accused of aiding and abetting. If they weren't US citizens not even sure if that would apply. Freezing them is the best option.
