The United Nations Charter gives the United Nations Security Council the power and responsibility to take collective action to maintain international peace and security. For this reason, the international community usually looks to the Security Council to authorize peacekeeping operations through Chapter VII authorizations.

As long as Russia holds a seat on the UN Security Council, any attempt to use UN Peacekeepers will be met with a veto!

I've wondered why Putin is so focused on nuclear sites like Chernobyl and Zaporizhzhia?

Maybe he's worried the Ukes remove fissile material for future guerrilla acts v. the Russian homeland. U.N. control might preclude that?
