Russian troops are shooting and not allowing civilians to leave.

When the Russians were at war in Syria, they declared a ceasefire for humanitarian reasons and then mowed down all the civilians fleeing the city.

He doesn't recognize the authority of any "world court". He laughs at the idea of being brought to justice. Just like his best pal in the United States, he has enough money to buy the "justice" he wants.

I know they have the ICC on the ground investigating the crimes. Sure, they need to document every instance. But, this is so bad that we can jump right to the conclusion. Why can't the ICC just go ahead and indict Putin for this crime?

I want to hear a Security Council debate over declaring him a criminal. Sure, Russia will veto any action. But, the debate would be valuable.

He shot at a nuclear power plant. That's against the Geneva Convention. Hell, it is even a crime to put a Ukrainian flag on one of their tanks, which they did. But, shelling civilians? Shelling apartment buildings? Sinking noncombatant ships? Why can't someone complain to the Hague as well?

Start his trial in absentia. Or something. Declare to the world that he is a criminal. Something.
