Starting in 2007, under Bush, the U.S. military began a surge of an additional 30,000 troops into Iraqadding to 130,000 already deployedthe surge overlapped with the so-called Awakening among Iraqs Sunni tribes. They turned against the jihadi movement and started working with the U.S. military to contain ISIS.
I am not aware of any war that Obama started.
