and to my knowledge, India has printed voter ID cards for every one.
Couple of years ago that number was 800 million. Must be bigger now.

4. The solution to voter ID

is to raise money to make sure the poorest person has a free voter ID.

Drive them to get one. Give them money to afford one. Educate them on the need for one.
