Couple of years ago that number was 800 million. Must be bigger now.

It may NEED to come to that if the popular vote is to be preserved (i.e. recognized and accepted by everyone).

The Supreme Court is going to make this something we cannot fight against in about a year, so time to start mitigating and reducing the impact.

Drive them to get one. Give them money to afford one. Educate them on the need for one.
Make it impotent.
State ID should be free. Also think drivers licenses should be free.
