get positoon on higher ground with a gun outside the LEO perimiter.

Wonder also would a shooter like that be given fake ID docs by his backers so he couldn't be traced back to them?

Makes ne wonder if there was insider help?

The witness saw him crawling up to the roof and yelled for the cops and secret service to get him. A normal sniper would already be in position on the roof and waiting to shoot, not casually crawling up in front of witnesses. Assuming the witness was telling the truth.
