Note he doesn't say it will go to the floor.

It will simply be considered.

And since the Club for Growth and the Heritage Foundation are scrambling to scuttle the deal, it will be considered and rejected, never to see the floor of the House.

Republicans did what they always do. Pretend to be unhappy every step of the way until they get what they can. In this case, they got another hostage and kept some tax cuts for the rich in place.
